Filing a code enforcement complaint is one of the most effective and underused tenant tools in California. Code enforcement inspectors have authority to enter rental units, document violations, issue citations to landlords, and require repairs under threat of further penalties. Official code enforcement documentation creates powerful evidence that can be used in any subsequent legal action — and the process costs you nothing.

What Code Enforcement Can Do

City and county code enforcement offices have authority to inspect residential properties for violations of building codes, health codes, and habitability standards. When they find violations, they issue notices of violation requiring correction within specified deadlines. Landlords who fail to comply face escalating penalties including daily fines, permit revocations, and in serious cases, orders prohibiting occupancy of the building. Code enforcement works independently of your landlord’s willingness to cooperate — they have authority the landlord must respect regardless of what they tell you.

How to File a Complaint

Most California cities and counties have online complaint portals for code enforcement. You can also call the code enforcement office directly. Describe the violations specifically: locations within the unit, nature of the problem, and duration. Provide your contact information — inspectors typically need to reach you to schedule an inspection. Using Code Enforcement Reports as Evidence
